India’s failure to get ADB and WB funds for Arunachal will have far reaching consequences: MP
ITANAGAR, Mar 26: The failure by government of India to get Asian Development Bank and World Bank projects approved for Arunachal Pradesh will have far reaching international political implications which will make Chinese lobby stronger, wrote Takam Sanjoy in a letter to the Union Minister for External Affairs S M Krishna.
Calling for intervention of the External Affairs ministry to get the projects for the state, Sanjoy in strongly worded letter further added that ‘If at all the government of India is of the opinion that taking externally aided projects for Arunachal Pradesh are to face stiff external resistance, we should not at all project any such scheme bearing international ramifications paving the way for some neighbouring countries to have political score. Government of India should have well defined economic and infrastructural policy for the state of Arunachal Pradesh with political assertiveness”.
The people of Arunachal Pradesh who are known for their patriotism are psychologically disturbed by various media reports on stalling the project for Arunachal instead of materializing ADB projects, he added.
He said that first ADB Board meeting was stalled after the Chinese objection but
second meeting cleared the projects in spite of much of Chinese protests. He said
that he had to meet the Union Finance Minister and DONER Minister to seek their intervention
into the matter and get 60 million US Dollars anti-
Unfortunately, the issue got a ‘u turn’ with various ministries connected with such projects not properly handling the matter, he added.
Sanjoy further said that Krishna’s statement that India is ready to fund Arunachal Pradesh for various projects if ADB and World Bank (WB) do not respond positively has been interpreted differently by people across the board.
In another letter, Sanjoy further asked the External Affairs Ministry to take serious action against Google search Engine for showing Arunachal as part of China on Google Search Engine. The Search Engine puts Arunachal Pradesh to be part of India in Indian version, disputed territory in American version and shows the state as part of China in Chinese version.
“Such conspiratory and appeasement policy of Google needs strong and prompt action from Government of India. Delay in taking action against Google will have serious international ramification” Sanjoy said.
Simple apology from Google Search Engine is not sufficient enough to undo the damage caused to India especially to the people of Arunachal Pradesh and its land. I anticipate vigorous movement from people of Arunachal Pradesh on this sensitive issue unless Government of India takes prompt action, he added.

Speaking on the occasion, Takam Tatung informed the House that all the central schools (Kendriya Vidyalayas) in Arunachal Pradesh maintain 35% reservation policy for the indigenous students during admission. He suggested NESO leaderships to use their banner and appeal the Central government to increase the APST reservation from 35% to 50 while reasoning educational backwardness of the State. He also appealed them to press the Central government to provide North East with special education package citing various bottlenecks that prevents the region to come at par with rest of the country.
An open letter to Governor
Dear Editor,
I would like to express my gratitude to Governor Gen (Retd) J J Singh for taking up the cudgel to eradicate the opium menace from Lohit and Anjaw district.
I had written an ‘Open letter” to Governor last year which was published in all leading dailies after having failed in all my endeavours to convince the district officials and all concerned district authorities to take up urgent measures against the proliferation.
The quick and prompt action and effective speeches of the His Excellency the Governor of Arunachal Pradesh in district, activating the whole administration, including army, and the subsequent intervention of the central Narcotics Department has slowly but gradually strengthened our resolve to continue our crusade against dreaded opium menace.
I am sure that after having sounded the clarion call against this dreaded disease
of drug addiction, the Governor would not abandon us and leave us in the hands of
only NGOs but use his influence as the Head of the State to keep the whole government
machinery involved in taking on this complex problem, which cannot be solved only
by long time-
There is no dearth of employment in such resource rich state of Arunachal Pradesh.
In fact the agriculture, horticulture and the Industry departments of the district should be tightened and the officers immediately pulled up for not coming out with people friendly schemes and popularizing them to induce people for real economic development of the state, but instead of enjoying their tenures without bothering about several projects which would have given the inhabitants of the district the right direction in various fields.
I appeal to the Governor to harness the local public leaders in the Herculean task
of drugs eradication, as opium distribution during every election in the districts

‘RTI Act is not contradictory to official secret Act’
ZIRO, Mar 26: A District level workshop cum training for Public Information Officers (PIOs), Panchayat leaders and NGOs of Lower Subansiri district on Right to Information (RTI) Act, 2005 was held at Abotani Hall here today.
Speaking as resource person on the Occasion, State Information Commissioner, Bani Danggen, dwelt at length on the provisions of the Act with special emphasis on the obligations of public authority, timeline for providing information, penalties on delay or refusal in providing the information.
The Act is basically aimed at bringing awareness among the citizens about transparent and corruption free governments. Though ending corruption is not possible through this Act, but it certainly will minimize corruption in the functioning of the government, he said. Since, development or any fund for development comes for the public, the public has every right to know how and where the fund is spent.
Every Government officers or public authority has the obligation to provide the information to the public as such need to be well acquainted with all the provisions of the Act. Besides, any officer can be asked by a PIO for assistance in providing information to an applicant and in that case that officer also becomes a PIO and will be responsible for the delay or any other lapse in providing the information.

Union demands action against illegal migrant, judicial enquiry into Nepal missing children episode
ITANAGAR, Mar 26: All Arunachal Pradesh Student’s Union (AAPSU) and Arunachal Law Student’s Union (ALSU) has taken serious note of recent news of illegal immigrants entering capital through new proposed railway line and case of missing Arunachalee children from a monastery in Kathmandu, though since then six children have returned safely.
The two student bodies termed the incident of children going missing as tragic as those kids had gone to Kathmandu in search of better education. They feared that such act of trafficking may again occur in the future and urge state government to take precautionary measures so that such incidents are not repeated. Further two student bodies sought forming of judicial inquiry committee to find the cause of missing students and give exemplary punishment to the culprit.

ITANAGAR, Mar 26: All Papum Pare District Students Union in a memorandum to the Education Minister has called for 70% reservation of hostel seats for natives of Papum Pare at Dera Natung Govt College while the rest be given to students coming from outside the district on merit. Establishment of National Institute of Technology at Jote instead of Bhalukpong, new Government College consisting of all streams at Yupia is also in the seven point memorandum. Sufficient supply of NCERT text books in every school of district, immediate sanction of funds for construction of DDSE office Building at Yupia, boudanry wall in all schools of the district and creation of posts of Head Master and Vice Principal for Secondary and Higher Secondary Schools in whole of Papum Pare are other demands of the Union.
The Union further informed that Minister Education Bosiram Siram has assured to look into the demands.
NABARD initiative to boost rural-
ITANAGAR, Mar 26: In its endeavor to promote the livelihood opportunities of the rural people in the state, NABARD has sanctioned environment friendly rural tourism project in three villages, namely, Hong, Siibey and Biiri in Ziro area of Lower Subansiri district.
The project was sanctioned to Young Mission Adventure Club (YMAC), a local NGO based in Itanagar which has been actively engaged in tourism related activities with the support of NABARD and other agencies.
Recently, NABARD deputed Y. Yomngam, Secretary of the YMAC for “On Location Training on Village Tourism” in Sikkim, where the scheme has been successfully implemented for income and employment generation during the past few years.

Successful implementation of the project is expected to result in rise in awareness level on rural tourism, rise in the number of people undertaking Rural Tourism activities, income level, employment generation, better waste management, better protection to environment and women etc.
The Deputy Commissioner, Lower Subansiri has issued Letter of Comfort for implementation of the project. District Level Tourism Monitoring Committee would be guiding and monitoring the successful implementation of the project.
With the collective efforts and involvement of various stakeholders, the venture is expected to give boost to development of viable and replicable model for growth of rural tourism in the state, according to an official release.

Speaking on the occasion, Dr. R. Bhagawati, Joint Director, ICAR highlighting the importance of vermiculture appraised the rural farmers how it can improve the texture and composition of soil, stressed on application of organic manures for its long term benefit.
The course coordinator and ICAR farm manager Gerik Bagra delivering lecture on the topic “Introduction to vermicompost” while Dr. M. Singh, Sr. Scientist, Agronomy briefly described about different composting methods.
Resource person, Pranabjyoti Sarma, SMS, Horticulture of KVK, West Siang delivered presentation on “Components and inputs involved for establishment of vermicompost unit”. Presentation on “Vermiwash” was given by Dr. P. Suresh Kumar, Scientist, Horticulture. Dr. V.K. Choudhury, Scientist, Agronomy delivered lecture on “Role of vermin in crop production and its advantage”. He told that application of vermicompost improves the water retention capacity and aeration of the soil, besides biodynamic action which increases the organic functions of plants. A. Kiran Kumar Singh, SMS, Agronomy gave brief description on the types of earthworm involved in vermiculture and their biology. Preema Devi, Research Associate explained about packaging and uses of vermicompost.
The trainees were also exposed to the demonstration units located at ICAR, AP Centre and imparted practical knowledge about the preparation of vermicompost.
NRHM, TWS mourns doctor’s death
ITANAGAR, Mar 26: The officers and staff of mission directorate, National Rural Health Mission (NRHM) has condoled the death of Dr. Nobin Dupit, medical officer, Anjaw in a road accident. Two minutes silence was observed by staff and officers in the office of mission director NRHM located at Naharlagun.
The Tagin Welfare Society (TWS), Itanagar has expressed deep shock at the death of Dr Nobin Dupit.
The premature demise of young and energetic doctor has shaken the heart and mind of each and every one in Tagin community, Society said. Death of dedicated doctor has created a vacuum in the Tagin community in particular and state as a whole.
The TWS conveyed deep sense of condolence to the bereaved family members of the late doctor and prayed to the God for eternal peace of the departed soul.

Tuki assure separate department for Tea industry
ITANAGAR: Arunachal Pradesh Small Tea Grower’s Association (APSTGA) has appreciated the assurance given by PWD and UD minister, Nabam Tuki for setting up separate department of tea Industry in the state as soon as possible. Recently members of APSTGA had met UD minister and submitted a memorandum.
The main highlights of memorandum included formulation of comprehensive policy for development of tea in the state with special reference to organic tea cultivation. APSTGA informed that climatic and physical features of Arunachal are quite suitable for production of green tea which is of high demand across the world. For this state association demanded that state government should come out with a proper policy to streamline tea industry.
Another important matter raised by APSTGA is initiation of a pilot project to convert traditional jhuming land into organic tea cultivation under self help group. Association informed that such kind of cultivation can be done with scientific knowledge and even forest investors would be attracted to invest in the state.
The main demand of APSTGA is setting up of tea development department by creating technical posts of assistant director and tea development officer in the state.
ITANAGAR: Tawang and Jung townships and adjoining villages are reeling under complete darkness since Saturday last after Kitpi and Jung hydel synchronized line was damaged following a breakdown of a transformer. To add to the woes of the citizens, DG sets are not being of much help as there is acute shortage of diesel in the area.
When contacted Executive Engineer, Tawang Electrical Division T T Dirkhipa said that restoration work is going on in full swing and power is likely to be back by Saturday evening.
However the assurance is of little help to people of area.
School children are facing the greatest hardships as many are writing Central board exams.
A citizen wanted to know why only select areas are getting power while common citizens have not had power supply for at least three days. Tawang which is considered the most developed in entire state, there is a power crisis and the department has no backup plan to cater to the need of the citizens, he added.
ITANAGAR, Mar 26: Arunachal Pradesh Abotani Community Confederation (APACC) has sought the spontaneous participation by all the Nyishi and Tagin people at Longte Hate celebration to make it a grand success.
